India Updates Citizenship Rules

The Ministry of Home Affairs announced amendments to the Citizenship Rules, 2009 on 30 April 2026, introducing digital processes and new compliance requirements for Overseas Citizen of India (OCI) cardholders and applicants.

Major updates

  • Electronic OCI (e‑OCI) – OCI registration can now be issued in electronic form, with the option to retain a physical card. Duplicate document submissions are no longer required. Applicants may be asked to consent to the Fast Track Immigration Programme, which involves biometric data collection at registration.

  • Passport‑update obligation – OCI holders must upload details of any newly issued passport on the designated government portal within three months. Non‑compliance may attract a penalty of approximately USD 25.

  • Eligibility to apply from within India – The previous condition of residing in India for six months on a long‑term visa before applying for OCI has been removed. Eligible persons can apply immediately after arrival through the relevant Foreigners Regional Registration Office (FRRO).

  • Simplified re‑issuance – A new OCI card is required only once, after the holder obtains a new passport at age 20, to update biometric and facial data.

  • Discontinuation of PIO cards – Person of Indian Origin (PIO) cards are no longer valid for travel to India. The conversion window for PIO to OCI closed in December 2025; former PIO holders must apply for OCI anew if they meet eligibility criteria.

  • Renunciation and cancellation – When renouncing OCI status, individuals must surrender the physical card to the nearest Indian mission, post, or FRRO. If the government cancels the status, the card must also be returned. For e‑OCI holders, cancellation can be processed digitally even without a physical card.
