New Zealand will require English‑language proof for a broader range of Accredited Employer Work Visa (AEWV) applicants. From 1 June 2026, anyone applying for an AEWV role classified at ANZSCO or National Occupation List (NOL) Skill Level 3 must demonstrate a minimum functional level of English (IELTS 4.0 or equivalent). Until now, the language test applied only to Skill Level 4 and 5 positions.
Scope of the change
The new rule covers many mid‑skilled occupations that traditionally rely on overseas workers, such as:
- Hospitality
- Trades
- Manufacturing
- Transport
- Other Skill Level 3 roles on the ANZSCO/NOL lists
Applicants can satisfy the English requirement through any of the following approved pathways:
- Citizenship of an English‑speaking country
- English‑language study qualifications
- Work experience in an English‑speaking environment
- Recognised English test results (e.g., IELTS 4.0 or equivalent)
Transitional arrangements
- Migrants whose current AEWV expires on or before 1 December 2026 may be exempt from the new English requirement when applying for another Skill Level 3 AEWV to complete the remainder of their maximum stay period.
- The requirement does not apply to:
- Job change applications
- Global Workforce Seasonal Visas
- Peak Seasonal Visas
Implications for employers and migrants
- Employers should update recruitment screening to verify English proficiency before nominating overseas candidates for Skill Level 3 positions.
- Prospective migrants need to confirm whether their occupation falls under the new rule, gather acceptable English evidence early, and check eligibility for any exemption or transitional provision.
Context
The language requirement is part of a series of AEWV reforms introduced over the past two years, aimed at improving workforce integration, ensuring migrants understand their rights, and supporting long‑term labour market planning.
