Vietnam Makes Business VNeID Mandatory for Online Immigration and Administrative Portals

Vietnam introduced an immediate online filing change on June 1, 2026, requiring companies, representative offices, and organisations registered in Vietnam to use a Business VNeID to access key government administrative and immigration portals. The previous login method using a company e-signature or token was withdrawn without a transition period.

Business VNeID Now Required for Online Immigration Filings

From June 1, 2026, all Vietnam-registered entities must use a Business VNeID to access the National Public Service Portal and the Ministry of Public Security portal.

The requirement applies to online administrative procedures, including:

  • Visa pre-approval applications
  • Temporary Residence Card applications
  • Exit visa applications
  • Other administrative procedures submitted through the online portals

The previous access method using a company e-signature or token is no longer available.

Offline or direct submissions to immigration authorities are also no longer accepted. No alternative filing mechanism has been introduced.

Immediate Risk for Companies Without Business VNeID

Companies, representative offices, and organisations that have not registered for a Business VNeID face immediate operational risk.

The risk is especially serious where time-sensitive immigration applications are pending or need to be filed urgently. Without a Business VNeID, an entity may be unable to progress immigration applications through the required online channels.

The change took effect without a transition period or transitional relief.

Issue for Companies With a Foreign Sole Legal Representative

The change creates a circular problem for some foreign-invested entities.

Where a company’s sole legal representative is a foreign national, obtaining a Business VNeID requires that individual to hold a valid Temporary Residence Card.

However, a Temporary Residence Card application can no longer be filed without a Business VNeID already in place.

Unless the authorities issue a practical workaround, affected companies may need to amend their business licence and appoint a Vietnamese national as legal representative in order to proceed.

This may be difficult for foreign-invested companies that want to retain a foreign legal representative structure.

Delegating Portal Access

Entities that already have a Business VNeID may delegate portal submission rights.

Delegation can be made to:

  • An internal staff member
  • An authorised third party

The delegated individual must hold a personal VNeID.

Practical Steps for Affected Entities

Companies and organisations registered in Vietnam should immediately confirm whether they already hold a Business VNeID.

Where a Business VNeID is already in place, entities should consider delegating portal submission rights to a designated individual without delay, especially if immigration filings are pending.

Entities without a Business VNeID may be blocked from progressing immigration applications until the issue is resolved or further guidance is issued.

For entities with urgent pending applications, the available options may need to be assessed case by case.
