New Graduate Work Visas and Offshore Student Visa Changes

Immigration New Zealand has announced changes affecting international graduates and offshore student visa holders, including a new short-term work visa for some graduates, expanded Post Study Work Visa eligibility, and a faster process for cancelling student visas where offshore enrolment has been terminated.

New graduate work visa options from 16 November 2026

From 16 November 2026, new work visa options will be available for international students who complete their studies in New Zealand.

Short-term Graduate Work Visa

A new 6-month Short-term Graduate Work Visa will be introduced for graduates who do not meet the requirements for a Post Study Work Visa.

To be eligible, a graduate must have:

  • Completed a NZQCF Level 5–7 qualification
  • Studied full-time in New Zealand for at least 24 weeks
  • Completed an eligible qualification

English language, foundation, and bridging programmes are excluded.

The Short-term Graduate Work Visa is intended to provide a limited opportunity for graduates to gain New Zealand work experience.

Key restrictions apply:

  • It is a one-time visa
  • It cannot be extended
  • It cannot be granted again
  • Holders cannot apply for a second Short-term Graduate Work Visa

A holder may apply for a new student visa if they enrol in a higher-level qualification, such as a bachelor’s degree or above, that leads to Post Study Work Visa eligibility. In that case, they must continue to meet the relevant requirements and cannot change programme or education provider unless eligibility is maintained.

Expanded Post Study Work Visa eligibility

Eligibility for the Post Study Work Visa is being extended to include graduates who:

  • Complete a New Zealand graduate diploma
  • Hold a bachelor’s degree, including a degree obtained outside New Zealand

The graduate diploma must be fully completed in New Zealand. The study must not include recognised prior learning, cross-crediting, or similar arrangements.

The visa will be granted for the same length of time spent studying the graduate diploma, up to a maximum of 12 months.

Graduates must apply for either the Short-term Graduate Work Visa or the Post Study Work Visa within 3 months of their relevant student visa expiring.

Offshore student visa cancellation process

A procedural change has also been introduced for student visa holders who are outside New Zealand and whose enrolment has been terminated.

Immigration New Zealand will no longer issue a Potentially Prejudicial Information letter before cancelling a visa in these circumstances.

Once an education provider confirms that enrolment has been terminated, Immigration New Zealand has sufficient information to proceed directly with visa cancellation and notify the individual of the decision.

This change simplifies and speeds up the process for handling offshore student visa cancellations.

Students and graduates affected by these changes should pay close attention to eligibility criteria, programme choice, education provider changes, and the 3-month application deadline after their student visa expires.
