Ontario Pauses OINP Draw Amid Regulatory Amendments

Jun 9, 2026News Briefingnewlandchase.com

Ontario has paused new draws under the Ontario Immigrant Nominee Program after revoking all nine existing OINP streams effective May 30, 2026. The province is moving toward a redesigned immigration framework intended to better match labour market needs and strengthen program integrity.

The overhaul affects all existing OINP streams, including:

  • Employer Job Offer streams
  • Human Capital Priorities
  • French-Speaking Skilled Worker
  • Skilled Trades
  • Masters Graduate
  • PhD Graduate
  • Entrepreneur
  • other existing provincial nomination pathways

As part of the transition, Ontario has paused new draws across all streams while preparing to launch a new application system. The new system is expected within the coming weeks.

Until the redesigned program and system are released, there will be no new draws from the current Expression of Interest pools.

Applications already submitted will continue to be processed under the rules in place at the time of submission. However, Ontario has not confirmed when those applications will be finalized.

Expected changes to the OINP

Ontario’s redesigned framework is expected to be more targeted and employer-driven.

The new model is expected to give the province greater flexibility to create or remove immigration streams based on labour market needs.

Expected features include:

  • enhanced employer verification requirements
  • more targeted invitation rounds
  • priority occupation and sector-focused selections
  • a stronger alignment between nominations and labour demand

Complete details on the new streams, eligibility rules, and transition measures for candidates already in the EOI pools have not yet been released.

Impact on employers and applicants

Employers and applicants should review upcoming work permit renewal timelines carefully during the pause.

Nomination processing may face delays during the transition period. This is especially relevant for foreign workers who are relying on provincial nomination support to extend their status or pursue permanent residence.

Once the new program and application system launch, employers may need to submit new job offers so candidates can be entered into the redesigned system.

Employers supporting foreign workers through OINP pathways should prepare for additional administrative steps once the new framework is implemented.

Further updates are expected as Ontario finalizes the redesigned system.
