Types of Cyprus Residence Permits

Foreign nationals can obtain legal residence in Cyprus through temporary residence, permanent residence, or citizenship after a qualifying period of residence. The main options include visitor residence for financially independent people, employment-based permits, family reunification, the Digital Nomad Visa, Startup Visa, student permits, Category F permanent residence, and fast-track permanent residence by investment.

Cyprus residence permits are divided into two broad categories:

  • Temporary Residence Permit, previously known as a Pink Slip
  • Permanent Residence Permit, including Category F and fast-track residence by investment

A Temporary Residence Permit can allow residence for one year or several years, depending on the basis of stay. It may be linked to employment, studies, family status, or financial independence.

A key restriction applies to temporary residence holders: if the holder stays outside Cyprus for more than three consecutive months, the permit is automatically cancelled.

Visitor Permit

The Visitor Permit allows a foreign national to stay in Cyprus for up to 365 days without the right to work.

It is aimed at people who want to live in Cyprus without local employment, including those who are:

  • living with relatives
  • accompanying a child studying in Cyprus
  • helping family members with childcare
  • undergoing medical treatment or rehabilitation
  • retiring or living in Cyprus using foreign income

The Autonomous Visitor Permit requires stable income from abroad of at least €2,000 per month or €24,000 per year for the main applicant.

Additional income is required for dependents:

  • 20% extra for a spouse
  • 15% extra for each child

The applicant must also keep €10,000 in a local bank account. On renewal, the balance must remain at least €6,000.

The applicant’s spouse and children under 18 may apply as dependents. Each family member submits a separate application and receives a separate residence document.

Required documents include:

  • passport copy valid for at least 3 months beyond the application date
  • passport page showing the most recent entry into Cyprus and corresponding visa
  • proof of opening a bank account in Cyprus
  • bank guarantee from a Cypriot bank valid for 10 years to cover possible deportation expenses
  • health insurance certificate
  • marriage certificate, where applicable
  • lease agreement for at least one year, certified by the local community representative, with proof of Stamp Duty payment
  • proof of income and available funds
  • confirmation of transfer of funds from abroad, or customs declaration if funds were brought in cash
  • police clearance certificate from the country of origin or residence, translated into English and properly certified
  • blood tests confirming absence of HIV and Hepatitis B and C
  • chest X-ray certified by a specialist physician

For minors, birth certificates and parents’ marriage certificate are also required.

Government fees for a Visitor Permit include approximately:

  • €70 for issuance or renewal
  • €70 for first registration in the Aliens’ Register per applicant

Other costs may include health insurance, medical examinations, translations, certifications, bank guarantee costs, and legal fees.

Family Members Of A Cypriot Citizen

Third-country nationals married to Cypriot citizens may apply under this category. It may also apply to:

  • minor children from previous marriages
  • parents, subject to family reunification provisions

Required documents include:

  • passport or travel document valid for at least two years from the application date
  • Cypriot citizen’s passport or ID card
  • proof of ownership or lease agreement
  • marriage certificate
  • certificate of single status or divorce certificate for the foreign spouse
  • police clearance certificate
  • medical tests for HIV, syphilis, Hepatitis B and C
  • chest X-ray results
  • health insurance or Ministry of Health medical card if the Cypriot spouse is unemployed
  • passport page showing latest entry and visa
  • entry permit
  • certificate from the Mukhtar confirming cohabitation, or a certified affidavit
  • parental consent for children applying under this category, where applicable

For family reunification with a foreign resident, family members may apply only after the principal applicant has obtained a residence card and work permit.

The family member’s permit is generally tied to the validity of the main applicant’s permit. Residence permits for family members of Visitor Permit holders are valid for one year and can be renewed annually.

Legal residence begins once the application is accepted by immigration authorities. The waiting period for an appointment through the online booking system can reach 2.5 months. After submission, residence cards are typically issued within 4–6 months.

The submission and payment receipt serves as proof of legal immigration status and allows lawful residence in Cyprus.

Work Residence Permit

Foreign nationals may move to Cyprus through employment with a local employer.

For third-country nationals, a work residence permit is based on an employment contract and a work permit. A simplified procedure exists for foreign-interest companies and priority companies registered through the Business Facilitation Unit.

Eligible employers include:

  • Cypriot shipping companies
  • high-tech and innovative companies
  • pharmaceutical, biogenetics, and biotechnology companies

Employment conditions include:

  • minimum gross monthly salary of €2,500
  • university degree, qualification, or at least two years of relevant professional experience
  • employment contract for at least two years
  • foreign employees may account for up to 70% of staff during the first five years

Companies may also hire support personnel from third countries, provided they do not exceed 30% of such employees.

Foreign employees, except support staff, may bring their spouse and minor children to Cyprus for the duration of the employment contract.

Residence permits are granted for up to 4 years, or 6 years for workers in livestock farming and agriculture. These limits do not apply to highly qualified professionals in priority sectors, athletes, journalists, and certain other professions.

Additional required documents include:

  • Ministry of Labour approval to employ foreign nationals
  • employer ID copy
  • employer liability insurance with automatic renewal
  • certified employment contract approved by the Ministry of Labour
  • comprehensive health insurance valid for the employment period

Domestic Worker Visa

A residence permit for domestic workers is granted for 1–4 years and may be extended for an additional 2 years.

If the domestic worker remains employed by the same family for six years, further extensions may be granted.

Employers previously had to provide a bank guarantee for deportation costs. This has been replaced by a court-certified affidavit confirming responsibility for the worker’s return airfare if deportation occurs.

The standard employment contract requires the employer to:

  • open a bank account in the worker’s name
  • transfer the agreed salary monthly
  • avoid deducting costs for flights, work permits, health insurance, or recruitment agency fees

A domestic worker cannot leave the employer without authorisation. A Release Paper is required to seek employment elsewhere.

Applications are submitted by the employer to the Civil Registry and Migration Department. The exact document list depends on the employing household.

Digital Nomad Visa

The Digital Nomad Visa is available to remote employees, self-employed professionals in IT and digital sectors, and freelancers working for digital companies.

Applications are processed in approximately 5–7 weeks, which is faster than Visitor Permit applications.

Applicants must show:

  • monthly income of at least €3,500
  • accommodation for the duration of stay
  • comprehensive health insurance

For salaried employees, the income threshold is based on net income after tax.

The income requirement increases by:

  • 20% for a spouse or civil partner
  • 15% for each child

The permit is issued for one year and may be extended for an additional two years.

Family members may accompany the applicant but cannot work or conduct economic activity in Cyprus.

Applications must be submitted within three months of arrival in Cyprus.

Government fees are:

  • €70 for the residence permit
  • €70 for registration in the Aliens’ Registry

Total government fees are €140, excluding insurance and medical examinations.

Startup Visa

Cyprus operates a Startup Visa program until December 2026.

The program allows third-country entrepreneurs to enter, reside, and work in Cyprus to establish and develop innovative startups.

The permit is granted for up to 3 years and may be extended for another 2 years.

The program is available to:

  • individual founders
  • startup teams of up to 5 people

Family members may be included in the application.

Cyprus also offers an IP Box regime, under which up to 80% of qualifying intellectual property income may be exempt from taxation. With a corporate tax rate of 15%, the effective tax rate on qualifying IP income may be about 3%.

Entrepreneurs may also access venture capital, crowdfunding, and EU funding programs such as Horizon Europe, which may provide grants of up to €2.5 million.

For an individual Startup Visa, the applicant must:

  • be a citizen of a non-EU and non-EEA country
  • be the founder of an innovative startup registered or to be registered in Cyprus
  • own, individually or with the team, at least 25% of the Cypriot company’s shares
  • show funding of at least €20,000, or €10,000 if the startup has fewer than two founders
  • submit a business plan showing innovation, growth potential, and benefit to the Cypriot economy
  • hold a bachelor’s degree or equivalent professional qualification
  • speak English or Greek
  • have health insurance and a police clearance certificate

For a startup team:

  • there may be up to 5 founders
  • senior executives may have stock options
  • one or more applicants must own at least 25% of the company
  • at least one team member must hold a bachelor’s degree or equivalent qualification
  • all team members must have good command of Greek or English
  • the enterprise must be innovative
  • research and development expenses must be at least 10% of total expenses in one of the three years before the application
  • the business plan must include the company’s head office and tax address in Cyprus

Required documents include:

  • business plan
  • brief CV
  • proof of Greek or English knowledge, such as a diploma
  • passport copy
  • bank statement proving solvency and initial capital of €20,000, or €25,000 for a team
  • latest financial report, if the company already operates

The application to establish a startup is submitted by email to the Ministry of Finance of Cyprus.

The Ministry reviews the application in an average of 5 weeks. The candidate may be invited for an in-person or online interview.

If approved, the applicant receives a Notice of Initial Approval, allowing business activity in Cyprus for 2 years from issue. Within one month, the applicant must apply for a visa and pay the relevant fees.

The visa application is reviewed in approximately 3–5 weeks. The startup visa is effectively a residence permit valid for 1 year, with the right to extend for another year.

After 7 years of residence, entrepreneurs and family members may apply for Cypriot citizenship, subject to legal requirements.

Student Visa

Student visa documents are submitted after admission to an educational institution in Cyprus.

The required entry visa documents include:

  • passport or travel document valid for at least the expected duration of studies or at least two years
  • parental consent if the student is a minor
  • police clearance certificate
  • medical examinations for Hepatitis B and C, HIV/AIDS, syphilis, and chest X-ray issued no later than 4 months before application
  • admission letter stating the program and duration of studies
  • receipt confirming payment of registration fees
  • bank confirmation showing ability to cover tuition and living expenses, or scholarship confirmation
  • completed application form M58

All documents must be translated into English or Greek and notarised.

Within 10 days of entry into Cyprus, the student must apply for a residence permit and provide:

  • health insurance, if not provided by the educational institution
  • confirmation from a local bank that enough funds were transferred to the student’s account
  • bank guarantee covering deportation expenses
  • two photographs
  • fee receipt for €34.17
  • completed application form M61

Researchers, Trainees, And Volunteers

Third-country nationals entering Cyprus for research, training, or volunteering may obtain a residence permit.

In addition to basic documents, an agreement with the host organisation is required. The agreement must describe the activity and specify the duration of stay.

Permanent Residence In Cyprus

Cyprus has two main permanent residence options:

  • Category F permanent residence for financially independent people
  • fast-track permanent residence by investment

Category F Permanent Residence

Category F is for foreigners with sufficient passive income to live in Cyprus without working.

Applicants must confirm income and provide a lease agreement or proof of property ownership.

The permit is cancelled if the applicant is absent from Cyprus for 2 years.

Processing time cannot currently be estimated. Applications are submitted as usual but are not processed until further notice from the immigration department.

Fast-Track Permanent Residence By Investment

Fast-track permanent residence is an accelerated route for third-country nationals who invest in real estate, a Cypriot company, or investment funds.

The permit is indefinite and may cover:

  • the main applicant
  • spouse
  • minor children
  • adult children up to age 25, if unmarried and financially dependent

Holders are not required to relocate to Cyprus. They must visit Cyprus at least once every 2 years.

The minimum investment is €300,000 + VAT.

Qualifying investment options include:

  • new residential property purchased from a developer
  • commercial real estate, including offices, shops, hotels, and similar properties, new or resale
  • share capital of a Cypriot company operating in Cyprus and employing at least five people
  • units of Cypriot collective investment funds, including AIF, AIFLNP, and RAIF

For residential property, the applicant must provide a title deed or sale agreement, prove payment of at least €300,000 + VAT, and show that the funds came from abroad.

The applicant must also show annual income of at least €50,000, plus:

  • €15,000 for a spouse
  • €10,000 for each minor child

If the investment is in residential property, income must come from outside Cyprus. For other investment categories, all or part of the income may come from Cyprus.

A police clearance certificate is required.

The applicant and spouse must confirm they do not intend to work in Cyprus, except as directors in the company in which they invested.

For real estate or investment fund routes, the applicant and/or spouse may be shareholders of Cyprus-registered companies and may hold unpaid director positions.

If the investment is not residential property, the applicant must provide information on their place of residence in Cyprus.

Processing time is from 8 months.

Additional costs include:

  • VAT at 19%, or reduced VAT at 5% for a primary residence
  • residential property registration fee of €500
  • government application fee of €500
  • registration fee of €70 for each third-country national
  • legal fees

Citizenship

Cypriot citizenship may be available after at least 7 years of residence in Cyprus with a residence permit, provided the applicant meets the applicable legal requirements.

The most suitable Cyprus residence route depends on the applicant’s purpose: remote work, employment, business, study, family relocation, retirement, or long-term EU residence. For applicants who want permanent status with limited relocation requirements, fast-track permanent residence by investment is the main route. For those planning to live, work, study, or build a business in Cyprus first, temporary residence categories may provide a route toward long-term residence and eventual citizenship.
