IRCC updates police certificate requirements for International Experience Canada work permits

Canada has clarified police certificate rules for foreign nationals applying for work permits through the International Experience Canada program. The changes were published in updated instructions to immigration officers on June 17, 2026.

What Changed

The updated instructions clarify how recent a police certificate must be for an IEC work permit application.

For an applicant’s current country of residence, the police certificate must have been issued within six months of Immigration, Refugees and Citizenship Canada receiving the work permit application.

The previous instructions did not specify that the six-month period was tied to the date IRCC receives the work permit submission.

The update also clarifies that candidates who have lived in another country for six months or longer since turning 18 must provide a police certificate that was issued after the last time they lived in that country.

This applies to:

  • IEC candidates who are normally required to provide police certificates
  • U.S. citizens and permanent residents applying for an IEC-specific work permit with support from a recognized organization
  • Individuals from countries that do not normally require an upfront police certificate but are asked by an immigration officer to provide one

U.S. citizens and permanent residents are not required to provide a police certificate if the United States is the only place they have lived.

Why Police Certificates Matter

Police certificates help IRCC assess whether IEC candidates are admissible to Canada under the Immigration and Refugee Protection Act.

Candidates with a criminal record that makes them inadmissible may not be approved for IEC.

In most cases, citizens of IEC-participating countries must provide a police certificate when submitting their work permit application for any region where they have spent six or more consecutive months since age 18.

The source states that certain countries have different police certificate requirements, but does not list those country-specific rules.

IEC Work Permit Process

International Experience Canada is a bilateral youth mobility program for citizens of select partner countries, generally aged 18 to 35. It allows eligible foreign nationals to temporarily live and work in Canada, with reciprocal opportunities for Canadians abroad.

To be considered for an IEC work permit, candidates must:

  1. Create a profile
  2. Enter the applicable candidate pool or pools
  3. Receive an invitation to apply
  4. Submit a complete IEC work permit application within 20 days

Candidates must also meet all program-specific eligibility requirements.

Practical Application Advice

Police certificates can take time to obtain, so candidates should begin gathering them in advance.

IRCC provides only one upload field for police certificates. Applicants who need to submit more than one certificate should combine all certificates into a single file before uploading.
