Is the UK About to Reopen Its Doors to Global Investors?

Jun 30, 2026News Briefingknightsbridge.ae

The UK is reportedly considering a new investor visa that would require a minimum £5 million investment into British businesses and could offer a pathway to citizenship within five years. The proposal remains unconfirmed, and there is currently no direct investment-to-residency route open to new applicants in the United Kingdom.

Rumored £5 million investor visa

In mid-June, the Cabinet Office reportedly held a private meeting with tax advisers, economists, professional services firms, and anti-corruption organizations to discuss the possible reintroduction of a UK investor visa.

The proposal under discussion would require a minimum investment of £5 million into British businesses. It would also include a possible pathway to citizenship within five years.

The rumored scheme would differ significantly from the former Tier 1 Investor Visa. When that route launched in 2008, the entry threshold was £1 million. It later rose to £2 million before the route was closed in 2022.

Under the new proposal, £5 million would be the minimum entry point, not a higher investment level used to accelerate settlement. Property investment would reportedly be excluded, including both residential and commercial property. Qualifying capital would need to go into active British businesses.

Priority sectors are expected to include high-growth industries and innovation-led companies, although details remain unclear.

The proposal would also include tougher due diligence from the beginning, reflecting concerns that led to the closure of the earlier Tier 1 Investor route.

Government disagreement

The proposal does not appear to have full government support.

Peter Kyle, the UK Secretary of State for Business, is described as one of the most prominent internal supporters of the idea and has framed the issue as part of a broader competition for global talent.

However, the Home Office and Treasury are reportedly less convinced. Treasury officials are said to have questioned whether such a scheme would generate meaningful economic growth at scale. One government source reportedly said the proposal “isn’t going anywhere.”

Industry opinion is more optimistic. Farzin Yazdi, Head of Investor Visa at Shard Capital, has said he believes there is a 70% chance the UK reintroduces an investor visa, arguing that the problems with the previous scheme could be addressed through careful policy design.

The outcome remains uncertain.

Current UK position

At present, the UK has no direct investment-to-residency route for new applicants.

The Tier 1 Investor Visa closed permanently in February 2022. Existing holders were given until February 2026 to apply for extensions and until February 2028 to apply for Indefinite Leave to Remain.

For high-net-worth individuals seeking UK residence or citizenship today, available routes generally require active business, professional, or entrepreneurial engagement rather than passive investment.

Innovator Founder Visa

The Innovator Founder Visa is one available route for investors or entrepreneurs willing to build or back a business in the UK.

It requires a minimum capital injection of £50,000 into a genuinely innovative and scalable venture endorsed by an approved body.

Holders can apply for Indefinite Leave to Remain after three years, and British citizenship may be possible one year after that, subject to meeting the relevant requirements.

This route is aimed at applicants with genuine business plans rather than those seeking a simple capital-for-status pathway.

Global Talent Visa

The Global Talent Visa has no investment threshold.

It is designed for people recognized as leaders or emerging leaders in fields such as technology, science, the arts, and academia.

For suitable applicants, it can be an efficient route to UK settlement. Indefinite Leave to Remain may be available after three to five years, depending on the endorsing body. Citizenship may be possible one year after ILR, subject to the usual requirements.

Self-sponsorship route

The self-sponsorship route has become more popular since the closure of Tier 1 Investor.

It involves establishing or acquiring a genuine UK business and using that business as the basis for a Skilled Worker visa.

This can provide a structured pathway for high-net-worth individuals with entrepreneurial backgrounds who want control over their business activity and UK immigration timeline.

Route to British citizenship

For the main available routes, the basic sequence to British citizenship is:

  • Qualify for and maintain a valid UK visa
  • Complete the required residence period
  • Apply for Indefinite Leave to Remain
  • Naturalize after a further 12 months, if the requirements are met

For naturalization, applicants must meet residency requirements. The article notes that applicants must not have spent more than 450 days outside the UK in the five years before the naturalization application.

Broader context

The rumored investor visa reflects a wider debate in UK policy. Since 2022, the UK has moved away from passive investment-based immigration, while other jurisdictions in Europe, the Gulf, and the Caribbean have continued refining investor migration options.

Recent UK non-domicile tax reforms have also contributed to the departure of some high-net-worth individuals. A new investor visa would therefore sit within a broader discussion about whether the UK wants to compete more directly for mobile global wealth and talent.

For now, the key point is that the rumored £5 million investor visa is not yet a formal program. Applicants seeking UK residence today must rely on existing routes such as Innovator Founder, Global Talent, or a business-based self-sponsorship strategy.
