ClientReferrals’ Latest Project Again Proves CBI is Unrivalled for Economic Development

In June 2025 the St Kitts and Nevis Citizenship by Investment Unit (CIU) launched the ClientReferrals‑National Housing Corporation Public Benefit Option (CR‑NHC PBO), a partnership that directs mandatory contributions from new citizens toward affordable housing for low‑ and middle‑income families.

First phase of home delivery

  • Date of handover: 10 September 2026
  • Location: Stapleton Housing Development, St. Peter’s
  • Number of families receiving homes: 19
  • Funding source: Contributions made under the CR‑NHC PBO

The ceremony, hosted by the National Housing Corporation, saw Deputy Prime Minister Dr Geoffrey Hanley present the keys to the new homeowners. CIU Executive Chairman H.E. Calvin St Juste highlighted that the homes were built entirely with funds from the public‑benefit option, marking the first time the 40‑year‑old programme allowed investors to earmark their contributions for a specific national project.

Scope and impact of the CR‑NHC PBO

  • Housing goal: Over 100 homes across the federation for low‑ and middle‑income families.
  • Economic benefits: Creation of construction jobs, support for local suppliers, and stimulation of related services.
  • Social benefits: Strengthening of communities, increased home‑ownership security, and potential for asset appreciation for recipient families.

The public‑benefit option (PBO) enables prospective citizens to allocate their required contribution to a designated project of national importance, providing transparency on how their investment is used.

Expansion to education: Basseterre High School PBO

Earlier in 2026 the CIU and ClientReferrals announced a second public‑benefit partnership focused on the redevelopment of Basseterre High School (CR‑BHS PBO). The school, a historic institution attended by several national leaders, had been condemned and demolished about a decade ago. The reconstruction plan includes:

  • Modern classrooms
  • State‑of‑the‑art laboratories
  • Updated science and athletics facilities
  • Spaces for community events

The project is positioned as a long‑term national priority, aiming to restore a key educational and cultural hub.

Shifting narrative of Citizenship by Investment

The recent deliveries illustrate a broader shift in the Citizenship by Investment (CBI) discourse: beyond the personal benefits to applicants, the emphasis is increasingly on measurable contributions to the host country’s development. The CIU and its partners present the PBO model as a “win‑win‑win” framework—benefiting investors, their advisors, and the citizens of St Kitts and Nevis alike.
