The Russian Golden Visa program is currently active, attracting applicants from Western nations and China. The program offers a pathway to permanent residency for investors and their families, with two primary routes: real estate acquisition or corporate investment.

Investment Options and Timelines

The total processing time and required holding period vary significantly depending on the selected asset class:

  • Corporate Investment (Fast Track): This option takes approximately six months in total. Investors place funds into a company, which can include public blue-chip corporations such as Sberbank, Rosneft, or Gazprom.
  • Real Estate Investment: This route requires a minimum timeline of 18 months. The investor must hold the real estate asset for at least one year before initiating the application, followed by a six-month processing window.

Asset Management and Restrictions

For those choosing the corporate route, the investment cannot be altered or reallocated during the initial six-month processing phase. Because the capital must remain in the chosen stock until the permanent residency is finalized, applicants face market exposure. To mitigate this volatility, investments can be directed toward stable, low-fluctuation equities, such as the Moscow energy producing company, which functions similarly to a bond.

Once the six-month period is complete and residency is granted, the investor is permitted to sell the shares. The capital can then be liquidated, reinvested into alternative companies, transitioned into real estate, or moved out of the country.

Program Outlook

Internal discussions are ongoing within Russian government ministries to evaluate and monitor the efficiency of the Golden Visa program. While initial registration numbers have differed from historical expectations, there is active administrative interest in modifying and improving the program’s framework over the next one to two years.
