IRCC plans to add language test field to post-graduation work permit application portal

May 27, 2026News Briefingwww.cicnews.com

International graduates applying for a Post‑Graduation Work Permit (PGWP) have faced confusion because the IRCC online portal has not provided a dedicated field for language test results. The department announced that a specific upload field is being developed as part of broader IT upgrades, but no implementation date has been set.

Background

  • In November 2024, IRCC introduced a mandatory language‑test requirement for all PGWP applicants, regardless of the level of study.
  • Language results must come from an officially designated English or French test and are valid for two years from the test date.
  • Required Canadian Language Benchmark (CLB) levels:
    • University bachelor’s, master’s, doctoral and college bachelor’s programs – CLB 7
    • College or other non‑university programs – CLB 5

Between 1 Nov 2024 and 31 Dec 2025, IRCC received more than 302,000 PGWP applications; 945 were rejected for missing language‑test documentation.

Current submission method

Until the new field is live, applicants must upload their language‑test results in the “Client Information” section of their online account:

  • Only one file can be saved; if multiple documents are needed, they must be merged into a single PDF.
  • Files may need compression to meet system size limits. Detailed instructions are available on the IRCC webpage for uploading proof.

Adding missing documents after submission

If a language test was omitted from a submitted application, the applicant can add it via the IRCC web form:

  1. Choose “Ask about or update your application.”
  2. Select “Add a document to your application.”
  3. Identify as the principal applicant and provide the application number and UCI.
  4. Indicate that the document is being added voluntarily (not requested).
  5. Upload the file(s); the web form permits multiple uploads up to 3.5 MB total.

Options after a refusal

  • Study permit still valid: Submit a new work‑permit application.
  • Study permit expired: Apply for restoration of student status (within 180 days of program completion) before filing a new PGWP request.
  • Reconsideration: A refusal can be challenged through an online web form or by email (if an address was provided). There is no fee, but applicants are advised to act promptly—ideally within 30 days of receiving the refusal. Success is not guaranteed; many seek advice from a regulated immigration consultant or lawyer.

Practical advice

  • Verify that the language test used is on the IRCC‑approved list.
  • Ensure the test result meets the CLB level required for the specific program of study.
  • Combine all supporting documents into a single, appropriately sized PDF before uploading.
  • Keep a copy of the uploaded file and the confirmation receipt in case the document needs to be resubmitted.

The upcoming portal enhancement should reduce the likelihood of missing language‑test submissions, but applicants must continue to follow the current guidelines until the new field becomes available.
