Ireland’s Closed Golden Visa Still Funneling Millions to Clubs and Community Halls

Ireland’s Immigrant Investor Program (IIP) – the residence‑by‑investment scheme that was shut to new applicants in February 2023 – is still releasing multi‑million‑euro grants to sports clubs and community projects, with approvals signed off by the Department of Justice in late May 2024.

Recent allocations

  • Shelbourne FC – €9.2 million for a Tolka Park Community Hub adjacent to the club’s redeveloped stadium.
  • Cork region – almost €15 million across three projects:
    • €8 million for new Gaelic Athletic Association (GAA) grounds in Kinsale,
    • €2.8 million for an indoor training centre at Bandon Athletics,
    • €4 million for a community hall in Timoleague.
  • County Mayo – €3.6 million for a community hub and biodiversity park in the village of Islandeady.

These funds flow through the IIP’s endowment option, which requires a philanthropic donation of at least €500,000 (or €400,000 per investor when five or more investors back the same project). The donation must be directed toward public‑benefit work in sport, the arts, health, culture, or education, and in return the donor and nominated family members qualify for Irish residence.

Justice Minister Jim O’Callaghan emphasized that the Department of Justice does not administer the donations nor hold the money; each arrangement is a private transaction between the investor and the project, with the department merely approving the projects.

  • Launched in 2012 to attract foreign capital to a crisis‑hit economy.
  • Closed in February 2023 with a single‑day notice after approving almost €1.252 billion in investment, the majority from Chinese nationals.
  • Approximately 3,127 applications—worth around €2.12 billion—remained pending after the closure. The department has been processing these, achieving a record number of approvals in 2024.
