Jun 7, 2026News Briefingwww.cicnews.com

Manitoba issued 104 Letters of Advice to Apply on June 4, 2026, through the Manitoba Provincial Nominee Program’s Skilled Worker Stream. The draw targeted candidates who declared that they had been directly invited by the province under a strategic recruitment initiative.

This was Manitoba’s 11th provincial immigration draw of 2026. As of June 4, the province had issued 1,709 Letters of Advice to Apply in 2026, all through the Skilled Worker Stream.

June 4 MPNP Draw

The June 4 draw invited candidates with Expression of Interest profiles through both pathways of the Skilled Worker Stream.

To be considered, candidates had to state in their Expression of Interest profile that they had received an invitation through either:

  • A recruitment mission.
  • The now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates.

A total of 104 Letters of Advice to Apply were issued.

The largest share went to candidates invited through the Employer Services initiative, which accounted for 38.5% of invitations. The Temporary Public Policy group followed with 37.5%.

The distribution by strategic recruitment initiative was:

Strategic recruitment initiative Letters of Advice to Apply issued
Employer Services 40
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates 39
Francophone Community 17
Ethnocultural Communities 6
Regional Communities 2

Of the 104 invited candidates, 15 declared a valid Express Entry number and job seeker validation code.

Why Some Candidates May Not Have Received An Invitation

Manitoba clarified that some candidates who appeared to meet the draw criteria may not have received a Letter of Advice to Apply.

Possible reasons included:

  • The candidate listed an approved third-party English or French language test in the Expression of Interest profile, but the test identification number was missing or invalid, or the language results had expired.
  • The candidate stated that they had been invited under a strategic recruitment initiative, but did not provide a valid invitation number.

The province also indicated that some Temporary Public Policy work permit holders may not yet have received an invitation if their Manitoba Support Letters were approved after June 30, 2025.

Manitoba is starting with support letters approved before that date.

Practical Implications

The June 4 draw shows Manitoba continuing to prioritize Skilled Worker Stream candidates connected to strategic recruitment initiatives.

Candidates relying on a recruitment mission, Employer Services invitation, Francophone Community invitation, Ethnocultural Communities invitation, Regional Communities invitation, or Temporary Public Policy pathway should ensure that their Expression of Interest profile contains valid supporting details.

The province specifically highlighted language test information and strategic recruitment invitation numbers as possible reasons candidates may be excluded from an invitation round, even if they otherwise appear to meet the draw criteria.
