On July 3 2026 Québec’s Ministry of Immigration, Francisation and Integration (MIFI) conducted its latest Skilled Worker Selection Program (PSTQ) draw, issuing 501 invitations for permanent selection across the four PSTQ streams.

- Exercise 2: 14 invitations – qualifying diploma + work experience + priority occupations (TEER 3‑5) – minimum score 726; primary occupation TEER 3‑5 with same experience requirement.
- Exercise 3: 240 invitations – qualifying diploma + TEER 4 or 5 primary occupation – minimum score 628.
Stream 3 – Regulated professions
- Invitations: 131 (across four exercises)
- Exercise 1: 84 invitations – priority occupations (TEER 1‑2) – minimum score 628; 26 listed NOCs covering health, education, and allied professions.
- Exercise 2: 41 invitations – priority occupations (TEER 1‑2) – minimum score 656; 26 NOCs mainly in engineering and trades.
- Exercise 3: 5 invitations – priority occupations (TEER 3‑5) – minimum score 656; 8 NOCs in construction trades.
- Exercise 4: 5 invitations – TEER 4 or 5 occupations – minimum score 475.
Stream 4 – Exceptional talent
- Invitations: 7 (single exercise)
- Candidates required at least 36 months of work experience in the past five years and a positive opinion from a MIFI partner in one of the following fields: strategic economic sectors, research, arts, or sports.
General eligibility for the July 3 draw
All candidates, regardless of stream, had to meet the following baseline criteria:
- Primary occupation classified under TEER 0‑2.
- Not intend to practice a regulated profession listed on the Ministère’s List of Regulated Professions.
- French language proficiency: oral level 7 + written level 5 (spouses: oral level 4).
- Education: either a Québec high‑school diploma or a post‑secondary credential equivalent to at least one year of full‑time study in Québec (e.g., vocational diploma, college diploma, bachelor’s, master’s, or doctorate).
About the PSTQ
The Skilled Worker Selection Program is Québec’s main economic immigration pathway for skilled workers seeking permanent residence. Prospective applicants first submit a declaration of interest through the Arrima portal; profiles are then evaluated based on occupation, NOC classification, and other integration factors. Successful candidates receive a Québec Selection Certificate (CSQ) and may subsequently apply for Canadian permanent residency.
