Canada opens intake for direct-to-PR pathway for francophone international students

Canada has opened a direct pathway to permanent residence (PR) for French‑speaking international students through the Francophone Minority Community Student Pilot (FMCSP). Eligibility

  • Citizenship – French‑speaking citizens of the following 33 countries are eligible: Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Central African Republic, Chad, Comoros, Côte d’Ivoire, Democratic Republic of the Congo, Dominica, Republic of the Congo, Djibouti, Egypt, Equatorial Guinea, Gabon, Guinea, Guinea‑Bissau, Haiti, Lebanon, Madagascar, Mali, Mauritania, Mauritius, Morocco, Niger, Rwanda, Saint Lucia, São Tomé and Príncipe, Senegal, Seychelles, Togo, Tunisia.

  • Study program – Must be enrolled full‑time in a post‑secondary program of at least two years, with a minimum of 50 % of instruction delivered in French and a diploma or degree awarded on completion.

  • Language requirement – Minimum French proficiency of NCLC 5, which is lower than the NCLC 7 threshold used for French‑language Express Entry draws.

  • Financial proof – Applicants must demonstrate sufficient funds to cover tuition and living expenses for themselves and any accompanying family members; the amount varies with the community size of the institution’s main campus.

  • Application location – Study‑permit applications must be submitted from outside Canada, typically via an IRCC Secure Account; a local visa office may be used in limited cases.

Application Timeline and Cap

  • Intake period – Applications are accepted from 26 August 2026 until 25 August 2027, or until the annual cap is reached.
  • Annual cap – Up to 2,970 study permits may be issued for the 2026‑2027 intake (the cap was 2,300 in the pilot’s first year).
  • Port of entry – Successful applicants receive a POE letter to present to immigration officials upon arrival in Canada.

Post‑Graduation Pathway

  1. Study permit – Hold an FMCSP‑specific study permit throughout the program.
  2. Graduation – Earn an eligible degree or diploma from a participating institution.

  5. Work permit option – While awaiting a PR decision, applicants may obtain a pilot‑specific work permit that allows employment outside Quebec.

Program Background
