On September 24 2026 the Manitoba Provincial Nominee Program (MPNP) issued 474 Letters of Advice to Apply (LAAs) for provincial nomination, inviting candidates to submit a complete nomination application within 60 days.

Breakdown of the invitations

Category Number of LAAs Selection focus
Skilled Worker in Manitoba – natural sciences, engineering, architecture, IT 417 Occupations in Broad Occupational Category 2 of the NOC
Family physician (healthcare NOC) 1 NOC 31102 – General practitioners and family physicians
Francophone candidates 16 French as primary language + government‑approved language test
Strategic recruitment (Manitoba & overseas) 40 Candidates invited through a strategic recruitment initiative or the now‑expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP)

Skilled Worker in Manitoba pathway

The 434 LAAs issued under this pathway were granted to candidates who met one of three criteria:

  1. Employment in a natural and applied sciences or related occupation – candidates must have current employment in Manitoba that falls under Broad Occupational Category 2 of the National Occupational Classification (NOC). This category includes:

    • Professional occupations in natural and applied sciences (NOC 21)
    • Specialized middle‑management occupations in engineering, architecture, science and information systems (NOC 20)
    • Technical occupations related to natural and applied sciences (NOC 22)

  2. Employment in a healthcare NOC – a single LAA was issued to a candidate working as a general practitioner/family physician (NOC 31102).

  3. Francophone selection – 16 candidates who listed French as their primary language of communication with the MPNP and provided a valid French language test result.

Skilled Worker Stream – Manitoba and overseas

Forty candidates were invited under this stream, which targets foreign nationals both inside and outside Manitoba. Eligibility required an EOI profile that indicated participation in a strategic recruitment initiative or the (now‑expired) Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP). Invitations were distributed as follows:

Strategic recruitment initiative LAAs issued
Regional Communities 15
Ethnocultural Communities 9
Employer Services 9
Francophone Community 6
TPP (temporary public policy) 1

Application implications

  • Successful nominees can request a work‑permit support letter from the MPNP, which can be used to apply for a federal work permit.
  • After submitting a permanent‑residence application, provincial nominees may be eligible for a bridging open work permit (BOWP), benefitting from a temporary policy that speeds up BOWP processing for base‑PNP applicants (effective June 9 2026).
  • Candidates who were not invited but had an active EOI profile and a provincial support letter as of December 31 2025 may qualify for open work permits under the Manitoba Workforce Transition Bridge policy (targeting the roughly 2,700 at‑risk Manitoba workers).

Reasons some eligible candidates may not receive an LAA

The MPNP noted that candidates could be excluded even if they appeared to meet the criteria when:

  • The language‑test identification number was missing, invalid, or the test results had expired before the draw date.
  • The candidate claimed participation in a strategic recruitment initiative but failed to provide a valid invitation number.

Overall activity in 2026

As of September 24 2026, the MPNP has issued 6,883 LAAs across 19 provincial immigration rounds during the year.
