Candidates must have at least 36 months of recent work experience (within the last five years) and meet the general eligibility criteria of one of the other streams.
How the invitations work
- Invited candidates may submit a complete application for a Québec Selection Certificate (CSQ).
- An approved CSQ enables the applicant to apply to the federal government for permanent residence, with the intention to settle in Québec.
- Applicants already residing in Canada may be eligible for a Bridging Open Work Permit (BOWP) after filing their PR application.
Context and upcoming changes
- The PSTQ is Quebec’s main economic immigration pathway. Candidates first create a declaration of interest in the Arrima portal; eligible profiles are placed in a pool and ranked on integration factors.
- The program was adjusted after the reopening of the Québec Experience Program (PEQ) on 2 July 2026. While the first PEQ intake runs until 31 Oct 2026, PSTQ invitations have been scaled back, focusing on TEER 4‑5 occupations and candidates with less than two years of experience.
- From Nov 2026, invitation volumes will be calibrated to the number of PEQ applications received, aiming to meet the province’s 2026‑2029 immigration targets. Quebec plans to issue an equal number of CSQs through PSTQ and PEQ from 10 June 2026 through the end of the 2029 planning period.
