Paraguay’s “express” residency program lets applicants obtain a temporary residence permit, national identity card (cédula) and tax identification number (RUC) in a single trip, avoiding the need for a second visit after the initial stay.

How the express option works

  • Physical presence: The applicant must spend three working days in Paraguay.
  • Processing timeline: Within those three days the team arranges the temporary residency card, the cédula and the tax ID. The completed documents are then sent back to the client (often via DHL).
  • Document delivery: After 90 days the temporary residency card and cédula are issued; the tax ID can be processed without the applicant being present in Paraguay once the residency card is received.

Temporary residency

  • Issued for two years.
  • No continuous physical‑presence requirement during the temporary period; the applicant can remain abroad.
  • After two years the holder may apply for permanent residency.

Permanent residency

Two pathways are accepted:

  1. Active tax ID (RUC) – most applicants already have this from the express process.
  2. University degree with apostille – an academic qualification can also be used to qualify for permanent status.

Once permanent residency is granted, the re‑entry rule aligns with Uruguay’s: the resident must enter Paraguay at least once every three years to maintain the status.

Tax ID (RUC)

Paraguay operates a territorial tax system with low rates, making the RUC attractive for those who may later relocate their tax residence. The tax ID is issued after the temporary residency card is received; the applicant does not need to be physically present in Paraguay for this step.

Required documents (apostilled)

For each adult applicant:

  • Birth certificate
  • Criminal record (police certificate) from the country of current residence (or from the country of citizenship if more recent)
  • Marriage certificate (if married)

For minors:

  • Birth certificate only (apostilled).

If a document originates from a country that is not a party to the Hague Apostille Convention, it must be legalized at the Paraguayan embassy (or a concurrent embassy) of that country before being submitted.

Additional notes:

  • A residency card from another country (e.g., Mexico) can be used to prove recent residence; no specific lease or time‑spend proof is required, as long as the card is older than one year.
  • No financial proof (bank statements, income statements, etc.) is required for the residency application, unlike Uruguay’s $1,200‑per‑month requirement.

Family inclusion

  • Spouse, children and parents can be included in the same application, but each person must submit their own set of documents.
  • For children over 18, the same adult requirements (birth certificate, criminal record) apply.
  • The process does not allow a child to apply first and later add parents; either all family members apply together, or parents obtain residency first and then add children.

Citizenship prospects

  • Paraguay does not generally allow dual citizenship, except for citizens of Spain, Italy and possibly Argentina.
  • To apply for Paraguayan citizenship, an applicant must have five years of physical presence in the country (approximately six months each year).
  • The naturalization process can take several years after the application is filed.
  • Recent rumors suggest a future rule (potentially from January 1) may require a minimum one‑day entry each year to maintain temporary residency, but this has not been officially confirmed.
