  1. Pre‑approval – After submitting the employer letter, the Ministry of Economy issues a confirmation of eligibility within less than one month.
  2. Supporting documents – Applicants must then provide a criminal‑record check, passport translation, and medical examination.
  3. Final decision – Processing time varies by city; in major centers such as Kyiv, Kharkiv, or Odesa it can take up to 12 months, though many cases are resolved faster.
  4. Family inclusion – The permanent residency is granted for the applicant and immediate family members.

Because the final approval may be lengthy, many candidates obtain temporary residency in the interim to legally reside and work in Ukraine while the permanent application is pending.

Tax advantages for IT professionals

Ukraine offers the FOP (private entrepreneur) status, which is especially attractive for IT freelancers and consultants:

  • Flat tax rate: 5 % of gross revenue.
  • Revenue cap: The 5 % rate applies up to approximately US $250,000 (≈ 7 million UAH) per year.
  • Simplified compliance: Quarterly reporting can be handled through government apps or low‑cost accountants. The FOP structure does not require detailed expense justification; earnings can be withdrawn and used freely.

This regime makes it financially viable to relocate to Ukraine, where the cost of living is lower than in many Western European countries.

  • Citizenship restrictions: Applicants from certain countries (e.g., Bangladesh, many African and South Asian nations) are generally ineligible unless they already reside in Ukraine and have established a local work history. The government applies a de‑facto preference for Western citizens.
  • Business setup: To benefit from the 5 % FOP tax, IT workers should channel client payments through a Ukrainian bank account and issue invoices under the FOP entity.
  • Timeline planning: Expect at least a month for eligibility confirmation and up to a year for the final residency grant. Use temporary residency to maintain legal status during this period.
