American parents are securing Canadian citizenship by descent for their kids. Here is what it gets them

Since Bill C‑3 took effect on 15 December 2025, many Americans with Canadian ancestors now qualify for citizenship by descent. The change has sparked a surge of applications for Canadian citizenship certificates, even among families that do not plan to relocate to Canada.

Tuition savings and reduced student debt

Statistics Canada’s 2025/2026 data show an average annual tuition gap of roughly CAD $34,000 between international and domestic undergraduate students, with larger differences in provinces such as Ontario. Over a typical four‑year program, this translates to more than CAD $130,000 in potential savings. Children who can prove Canadian citizenship are classified as domestic students and therefore pay the lower tuition rates, subject to provincial residency rules.

Right to live and work in Canada

Canadian citizenship grants the unconditional right to enter, remain in, and work anywhere in Canada without needing a work permit or sponsor. Citizens also gain access to subsidized health care once residency requirements are met. Canadian personal income tax is based on residency, not citizenship, so obtaining a Canadian passport does not create additional U.S. tax obligations. If a family later settles in Canada, the U.S.–Canada tax treaty provides relief from double taxation.

Access to International Experience Canada (IEC)

Canadian citizens aged 18 – 30 (or up to 35 for some destinations) can apply for youth‑mobility visas or work authorizations through IEC, which has agreements with more than 35 partner countries and territories. This expands opportunities for work‑and‑travel experiences abroad.

A stronger passport

Canada’s passport now ranks higher than the United States on the Henley Passport Index, offering visa‑free entry to additional destinations, including countries such as China and Belarus, where U.S. passport holders still require visas. Holding a Canadian passport therefore broadens travel options for children.

Passing citizenship to the next generation

Citizenship by descent can be transmitted to future generations, provided certain conditions are met. For children born outside Canada on or after 15 December 2025 to a parent who was also born abroad, the parent must demonstrate a “real connection” to Canada—generally about three years of physical presence in Canada before the child’s birth. A legal workaround exists due to Canada’s birth‑right citizenship policy, allowing families to secure proof of citizenship now and later satisfy the residency requirement if they choose to reside in Canada.

Considerations for LGBTQ + families

All Canadian provinces protect gender identity and expression. Immigration, Refugees and Citizenship Canada (IRCC) can expedite citizenship certificates in cases involving harm or hardship related to sexual orientation or gender identity. This fast‑track option can reduce processing times from months to weeks for eligible families.

Applying together with a child

A parent and child can submit paper applications for citizenship certificates in the same envelope when both are first‑time applicants and share the same line of descent. Each application must include a complete supporting package; if any application is incomplete, IRCC will return the entire set. Different rules apply to adopted children born outside Canada and to other special cases.

These practical benefits—lower education costs, unrestricted work rights, broader travel options, and the ability to pass citizenship onward—are driving many American families to secure Canadian citizenship for their children through descent.
