Manitoba invites over 2,100 international student graduates, skilled workers, and francophones to apply for provincial nomination

On July 16, the Manitoba Provincial Nominee Program (MPNP) issued 2,146 Letters of Advice to Apply (LAAs) for provincial nomination—the largest draw since September 2025 and the 14th selection round of 2026.

Of the 2,146 candidates, 825 had a valid Express Entry profile number and job‑seeker validation code in their Expression of Interest (EOI).

Skilled Worker in Manitoba

1. Completion of post‑secondary education in Manitoba

   • Candidates (or spouses) must have graduated from a Manitoba post‑secondary institution.
   • Required EOI score: 825 or higher.
   • This category accounted for 94.6 % of the invitations (1,982 LAAs).
   • Applicants must provide a diploma and transcript as proof.

2. Francophone speakers

   • Applicants must indicate French as the language of communication with the MPNP and hold valid French language test results.

3. Occupation‑specific (healthcare)

   • Eligible NOCs:
     • General practitioners and family physicians (31102)
     • Specialists in clinical and laboratory medicine (31100)
     • Specialists in surgery (31101)
   • Candidates must be fully licensed to work in Manitoba; failure to prove licensing can lead to refusal.

Skilled Worker Stream (Manitoba & Overseas)

• Eligibility required an invitation through a recruitment mission or the now‑expired Temporary Public Policy (TPP) that facilitated open work permits.

The Ethnocultural Communities initiative contributed the highest share (37.2 %) of invitations within this stream.

International Education Stream – Graduate Internship

• Eligibility requirements:
  • Completion of a master’s or doctoral degree earned in Manitoba within the last three years.
  • Completion of a Mitacs Elevate or Accelerate internship (including the Accelerate Entrepreneur program) with an eligible Manitoba industry or research enterprise.
  • Language proficiency of CLB/NCLC 7 or higher.

A total of 78 LAAs were issued under this pathway.

Common reasons for non‑invitation

Candidates who appeared to meet the criteria may have been excluded if:

• Their EOI listed a language test without a valid identification number, or the test results had expired before the draw date.
• They claimed an invitation through a strategic recruitment initiative but did not provide a valid invitation number.

Prospective applicants should verify the completeness and validity of language test documentation and ensure any recruitment‑initiative invitations are correctly referenced in their EOI.
